SERANG - The Serang Regency Regional Revenue Agency (Bapenda) is preparing the Fiscal Village League Program as part of its efforts to increase Regional Tax and Levy Revenue Sharing (BHPRD). The program will be piloted in 29 villages, each representing one of the regency’s 29 districts.

Head of the Serang Regency Revenue Agency, Lalu Farhan Nugraha, said the system for the Fiscal Village League has been completed and is ready for the trial phase.
Before launching the program, Bapenda will review tax and levy collection trends during the second quarter to determine which components should be used as assessment criteria.
“We are still determining which components should be included as the basis for villages to explore their potential, because each village has different strengths. We first need to map out the focus areas. If the focus is on BHPRD, then all taxable objects will be identified and assessed to help increase village revenue,” he said on Friday, June 5, 2026.
Increasing BHPRD Becomes a Key Objective
Farhan explained that the Fiscal Village League is designed to encourage villages to maximize their local potential while contributing to higher regional revenue.
According to him, the successful development of village tax potential could also create opportunities for tourism destinations and other business activities, potentially attracting investors to rural areas.
“We see that regional development now begins at the village level, and this is in line with the goals of the local government. As a result, BHPRD will certainly increase, and when BHPRD increases, villages will become more prosperous,” he said.
Pilot Project to Involve 29 Villages
The initial phase of the program will involve one village from each district, bringing the total number of participating villages to 29.
Farhan said the pilot project is also intended to address low tax distribution at the village level while encouraging local communities to identify and develop their economic potential.
He added that village heads are expected to introduce innovations and accelerate digital transformation to make tax payments easier for residents.
“We will first conduct a pilot project involving one village from each district, meaning 29 villages in total. This is part of our effort to address the low level of tax distribution in villages. We want villages to become more active, encourage young people to identify local potential, and motivate village heads to innovate and transform services by making tax payments easier through digital systems,” he concluded.
